Changed Routers - now Welcome Camera won't connect

I changed routers with different IP address range.  I try to connect the Welcome camera following the app's directions.  I turn the camera upside down and wait for the LED color.  It does not show green or blue and there is no other option in the configuration process.  How do I get this camera to connect? Thanks
