If it closes when the Thermostat should be off, then the polarity is switched in the settings. If really nothing happens whatsoever, then I‘m afraid your Relais is defective.

The Netatmo Smart Modulating Thermostat will check OpenTherm compatibility and if your Boiler doesn't support that, it will work as a dry-contact thermostat, like the Netatmo Smart Thermostat.
