Rate limits and User limit

Good morning.
I am developing two applications with your api.
I am not clear about the limitations exposed here :
https://dev.netatmo.com/guideline

If an app is used by ONLY one user is the limit per hour 2000 or 500 ? 

Are the limits stated per APP or per developer account ?
In my case I am developing two different apps (one in nodeJS and one in PHP) at this stage I am testing both of them. 
I have therefore created two applications in the developer panel
APP JS and
PHP APP 

Both applications request data from the same user, within the limit of 500 requests per hour. Is this allowed? Or is the limit considered per user BETWEEN DIFFERENT APPLICATIONS?

    If an app is used by ONLY one user is the limit per hour 2000 or 500 ? <= in this case, the limit will be 2000 calls per hour

    is the limit considered per user BETWEEN DIFFERENT APPLICATIONS? <= if there is only 1 user - even if it's the same user - in this case its limit will also be 2k calls per developer app
