Error connecting Weather Station to NetatmoWizard_Windows

Trying to setup device for a friend...

The Windows Wizard shows:

Then this "Internal Error 1/0":

Power up from adapter:
Three times GREEN flash
Touch top: ORANGE slowly fading
Touch top for 12 seconds: Multiple RED flash

Netatmo app on iPhone 12 cannot connect either.
There is no QR code on device
