Setting the minimum heating time limit on the heads.

Hello, please advise. I haven't found it anywhere. How to set the minimum switch-on time on the head? I found it on the thermostat, but I encounter rooms that quickly lose temperature or have very low thermal efficiency of the radiator. I would need a solution for this problem. I haven't found how to solve this anywhere in the forums. Thank you very much Ales - Czech Republic.
