Yes, then both apartments can start the boiler and operate individually. To be clear, I‘m talking about the classic Netatmo Thermostat, not the modulating one.

If you want to have two separate „homes“ of even run two separate Netatmo accounts then yes. Thermostat and Relais only come as a combo anyway.

No, "Homes" are completely separated. You will need an extra Thermostat for the second apartment and wire that one in parallel on the boiler with the one from apartment 1.
